The Group has engaged in the provision of safety and emergency control system in China Since 1994.

 

In June 1999, the Group started its cooperation with Shenyang Blower Works (Group) Co., Automatic Control Systems Engineering Company , and completed an ITCC system development project.

 

In November 1999, Beijing Consen started applying ESD to a project of rebuilding a petrochemical production facility in China.  The system is the first completed by the Group on its own, covering system design, system development, and maintenance services.  

To develop the potential markets and expand our sales network in East China and South China, the Group established its first and second liaison office in Shanghai in May 2000 and in Guangzhou in September 2001, respectively.  The liaison offices are mainly responsible for making sales and providing technology support to their existing and potential customers.

 

In 2002, the Group forged a business partner cooperative relationship with Invensys Singapore, an automatic system supplier.  As such, Beijing Consen provided BASF-YPC Company Limited with a core engineering team in China to carry out an ESD and FGS systems implementation project.  The team was mainly responsible for software programming, system engineering support and site maintenance service, and Invensys Singapore was mainly responsible for comprehensive project management.  The project was completed in late 2004.  Meanwhile, another project was commenced in April 2001 whereby the Group assigned one engineer to provide engineering services to a project of Invensys in Qatar.  This marked the beginning of the cooperation between the Group and Invensys. Subsequently, the Group’s engineers participated Invensys’s overseas projects.  As Invensys also provides ESD/FGS system for large-scale projects in the Middle East, Invensys occasionally outsource some installation and engineering construction to the Group.  As early as 2002, the Group provided safety system engineering services to Invensys regarding the Ras Lafang Project in Qatar.  From 2003/2004, the Group acted as a secondary supplier of IPS Singapore under the BASF-YPC and Shell Nanhai B.V. projects and performed all system engineering work in China.

 

Beijing Consen was awarded the Approval Certificate for High and New Technology Enterprise by the Beijing Municipal Science & Technology Commission on 13 June 2002, and the Certificate of Approval for Enterprises Qualified for Import and Export Operations by the Commission of Foreign Trade and Economic Cooperation of the People’s Republic of China in September of the same year.

 

In May 2003, the Group established another liaison office in Nanjing, which is mainly responsible for providing technology support to its existing and potential customers.

 

In June 2003, the Group participated in a petrochemical engineering project of a Sino-foreign joint venture company established by Shell Nanhai B.V. and [CNOOC Chemical Investment Co., Ltd.].  The Group was mainly responsible for the software programming and system design of ESD and FGS software.  The contract was a sub-contract from Invensys Singapore.

 

The Fluidized Catalytic Cracking Unit Air Compressor Groups Control System Software V3.12, a software product developed by the Group, gained the Computer Software Copyright Registration Certificate issued by the National Copyright Administration of the People’s Republic of China on 18 April 2003, and the Software Product Registration Certificate issued by the Beijing Municipal Science and Technology Commission on 18 June 2003.

 

On 15 July 2007, the Beijing Municipal Science & Technology Commission conferred to the Group the honor title of Software Enterprise.

 

In 2003, the Group received the Technology Advancement Award from China Petrochemical Corporation for the Group’s project named Regeneration Control and Interlock System for Continuous Reformation of Catalysis. 

 

In May 2004, the Group cooperated with Signaling and Communications Research Institute, a subsidiary of China Academy of Railway Sciences, and was awarded the RIS contracts in relation to certain stations of the Qinghai-Tibet Railway.  The Group was mainly responsible for providing hardware and software technology support, and site maintenance services.

 

In August 2004, the Group established another liaison office in Huizhou, Guangdong, which is mainly responsible for providing technology support to its existing and potential customers.

 

In 2004, the Group was awarded the ESD contract for the first phase of a major liquefied coal project of Shenhua Group.

 

During the period from 2004 to 2005, the Group and Mitsubishi Corporation of Japan and MAN-TURBO of Germany entered into business relationship, and bundled our ITCC with their products.

 

In August 2005, the Group was awarded an ESD contract by the Hainan Refinery of China Petroleum & Chemical Corporation.

 

On 18 May 2005, Petrochemical Wet Gas Compressor Control System Software V3.12, a software product developed by the Group, gained the Computer Software Copyright Registration Certificate issued by the National Copyright Administration of the PRC.

 

On 28 June 2005, the Chemical Fertilizer Compressor Groups Process Control System Software V3.12, a software product developed by the Group, gained the Computer Software Copyright Registration Certificate issued by the National Copyright Administration of the PRC.

 

To secure an even more prompt recognition of its quality control system, the Group successfully applied for an ISO9001: 2000 certificate for its design, manufacture, and services of its automatic control system (including the ESD, ITCC, DEH and FGS for railway, petrochemical and other processing industries) on 11 November 2005. 

 

In January 2006, the Group completed an ESD and FGS software development project for the Qataran QGAS No. 2 Refinery and Ethylene Plant, a project sub-contracted from Invensys Singapore.

 

On 27 January 2006, the Hydrocrack Circle Hydrogen Compressor Control System Software V3.13, the Gas Turbine Control System Software V4.0, the Dual Extract Steam Turbine Generator Control System Software V4.0, and the FGS Alarm and Control System Software V3.13, all software products developed by the Group, gained the Computer Software Copyright Registration Certificates issued by the National Copyright Administration of the People’s Republic of China. 

 

On 10 February 2006, the Continuous Catalytic Regeneration Unit and Compressor Groups Control System Software V3.13, a software product developed by the Group, gained the Computer Software Copyright Registration Certificate issued by the National Copyright Administration of the People’s Republic of China.

 

To open up potential market and to expand the sales network in northwestern China, the Company established another liaison office in Xian in March 2006, which is mainly responsible for providing sales and marketing support.

 

In July 2006, the Group successfully tendered for a project of Fujian Petrochemical and Chemical Co., Ltd. and acted as the sub-contractor of Emerson Process Management China Limited.  In September 2006, Fujian Petrochemical and Chemical Co., Ltd. and the Group entered into a framework agreement, pursuant to which the Group would act as the sole supplier of the ESD and ITCC system under the project.
